Person from FSB to be appointed to State Duma’s Department« Назад
The Legal Department of the State Duma will be headed by Yekaterina Gorbacheva, who previously held the post of the First Deputy Head of the Contract-Legal Department of the Federal Security Service (FSB). This is reported by Vedomosti with reference to its sources in the apparatus of the State Duma.
The Legal Department of the State Duma conducts a legal and linguistic assessment of the draft laws and plays an important role in the development of new legal documents, the newspaper writes. Since 2014, it has been headed by Mikhail Demenkov (he has been working in the Duma since 1994).
Yekaterina Gorbacheva, who, according to Vedomosti, will replace him, has been for a long time engaged in the preparation of regulatory legal acts in the FSB, expertise, and organization of interaction with the parliament and the government, which is why she is well-known in the state legal department of the President.
According to the chairman of the Committee on Public Organizations, Sergey Gavrilov (the Communist Party), now, the legal department needs to be reformed. "The assistance of the Legal Department has become more demanded at the stage of the second reading of the draft laws, now it is necessary to argue more actively with the government and prove our point of view," Gavrilov explains and adds that, in his opinion, Gorbacheva is able to cope with this task.
The current Head of the Legal Department of the State Duma wanted to resign, but he is appreciated in the Duma, Vedomosti's interlocutor explains. Therefore, he will become an adviser to the State Duma Speaker Vyacheslav Volodin. "This is the same job, but in a more relaxed mode: improving the quality of lawmaking work," the source said.
In addition, Vedomosti writes, Pavel Klimovsky, the former head of the United Russia’s Information and Mass Communications Department, will lead the State Duma's Department for Information and Technological Support. Klimovsky himself confirmed the information about his new appointment to the publication.
In the United Russia, Klimovsky was responsible for interaction with the media until 2016. In the State Duma, Klimovsky's duties will include the maintenance and development of information systems and information resources, as well as the development of technical systems and facilities to support the activities of deputies and apparatus.
