Deputies approve ban of anonymizers« Назад
The State Duma approved the law on banning anonymizers in the third and last reading, the correspondent of RBC reports.
In July, a group of deputies from the factions of United Russia, A Just Russia and the Communist Party of the Russian Federation approved amendments to the Law on Information Protection approved by 373 deputies, two voted against and two abstained.
The amendments adopted by the lower chamber prohibit the owners of anonymizers and VPN services from granting access to sites that are blocked on the territory of Russia. Also, according to the amendments, Roskomnadzor (Federal Service for Supervision of Communications, Information Technology, and Mass Media) gets the right to block sites where information about the means of bypassing locks will be posted. The law also instructs operators of search engines to stop issuing links to information resources included in the Roskomnadzor’s list on the territory of Russia.
As two sources in the lower house told RBC, Alexander Bortnikov, the Head of the Federal Security Service (FSB) of Russia, asked deputies during a closed government hour to speed up the adoption of bills on regulating the network.
At the same time, as experts noted earlier in the comments of RBC, the bill poses a danger that popular resources, including search engines and app stores, can get under the ban. In turn, as Artem Kozlyuk, the head of Roskomvoboda, noted, "the bill provides for an expanded interpretation of the notion of who can be recognized as the owner of information systems that can be used in Russia to circumvent access restrictions, and it is possible that Roskomnadzor will require you to remove information about the means of circumvention of blocking under the threat of cutoff the very resource itself."
